Güney Afrika Niçin Filistin Davasını Savunuyor?
Güney Afrika Cumhuriyeti 60 milyon nüfusu ile Hristiyan
bir ülkedir ve coğrafi olarak Sahra-altı Afrika’nın en güney noktasında
bulunmaktadır. Afrika kıtasının en büyük ekonomik gücüdür. Ülkedeki
Müslümanların oranı yüzde 2 civarında iken beyaz nüfusun oranı ise yüzde 8
civarındadır. 50 milyon nüfusu ile siyahiler ülkedeki en büyük nüfusa
sahiptirler. Güney Afrika’da apartheid sonrası kurulan tüm hükümetler Filistin davasına destek olmuş ve İsrail’in
Filistinlilere karşı ırkçı ve baskıcı politikalarını eleştirmişlerdir. 7 Ekim
sonrası İsrail’in Gazze’de başlattığı soykırım politikasına karşı Güney Afrika
Hükümeti Kasım 2023 tarihinde Tel Aviv deki tüm diplomatlarını geri çekmiş,
Parlemento’da aldığı kararla İsrail’le tüm diplomatik ilişkilerini durdurma
kararı almış ve İsrail’in Pretoria’daki Büyükelçiliği’ni kapatma kararı
almıştır. Güney Afrika hükümeti Aralık 2023 tarihinde de Uluslararası Adalet
Divanı’na İsrail’in Uluslararası Soykırım Antlaşması’nı ihlal ettiği gerekçesi
ile dava açan ilk ülke olmuştur.
Güney Afrika hükümeti niçin siyasi, ekonomik
ve askeri güce sahip olan İsrail’e karşı bu şekilde kararlı bir dış politika ve
tutum geliştirebilmiştir? Bütüncül bir yaklaşım ile bu soruyu üç sebep ve
dinamik ile açıklayabiliriz. Birinci dinamik ve faktör Güney Afrika’nın tarihi
olarak yaşadığı aparheid rejimi politikalarıdır. Güney Afrika çok önemli jeopolitik
konumu ve zengin madenleri sebebi ile eski sömürü Avrupalı ülkelerinin her
zaman tarihi olarak hedefinde olmuştur. Ülkedeki yerli insanlara karşı ırkçı,
baskıcı ve zalim uygulamalar 16. yüzyıldan itibaren başlamış ve bu sömürü
sistemi 1948’de Ulusal Parti’nin iktidara
gelmesi ile tekrar canlanmıştır. Apartheid rejimi döneminde (1948-1994) Anayasa
ile ırkçılık resmileşmiştir. Nelson Mandela’nın 1990 yılında 27 yıllık hapis
hayatının son bulması ve 1994 yılında ülkede yapılan ilk demokratik seçimlerle
Mandela liderliğindeki Afrika Ulusal Kongresi Partisi’nin seçimleri % 62 oy
oranı ile kazanması ile ülkedeki ırkçı ve baskıcı rejim yıkılmıştır. Irkçı ve
baskıcı apartheid rejimi döneminde ülkedeki çoğunluk nüfus olan siyahların
siyasi, ekonomik ve toplumsal tüm hakları ellerinden alınmış, ülkenin tüm
zenginlikleri ülkedeki azınlık nüfus olan beyazlara verilmiştir.
İsrail ile Güney Afrika’daki apartheid
rejiminin kuruluş yılları aynıdır. İsrail uzun yıllar Apartheid rejiminin çok önemli bir stratejik ortağı olarak
kalmıştır. Örneğin, İsrail apartheid rejimine silah ve teknoloji alanında her
türlü desteği vermiş hatta İsrail, apartheid rejimi ile nükleer silah satımı
konusunda gizli müzakerelerde bulunmştur. İsrail ile apartheid rejiminin en
önemli ortak özellikleri ırkçı, baskıcı ve zalim olmalarıdır. Bugün Güney
Afrika’da zengin ile fakir arasında çok büyük bir boşluk bulunmaktadır. Bugün
ülkedeki işsizlik oranı % 45 civarındadır. Ülkedeki en önemli sermaye kaynakları
ya da maden kaynakları halen beyazların kontrolündedir. Ülkedeki tüm
eşitsizliklerin kaynağı apartheid reijminin ırkçı ve baskıcı politikalarıdır.
Güney Afrikalı siyahilerin tarihte yaşadığı ırkçı ve baskıcı politikaları bugün
Güney Afrikalı siyasetçilerin ve siyahi halkın Filistin’de yaşanılan ırkçı ve
baskıcı uygulamalar karşısında sessiz kalmalarını önlemektedir. Mandela
hükümeti 1995 yılında Filistin Kurtuluş Örgütü (PLO)’nü bir devlet olarak
tanımıştır ayrıca 1995 yılında Filistin’i ziyaret ederek Yaser Arafat ile
görüşmüş ve Filistn davasına destek vermiştir. Mandela Filistin’in
bağımsızlığına kavuşmadan Güney Afrika’nın gerçek anlamda bağımsız bir ülke
olamayacağını ifade ederek Güney Afrika’nın Filistin’e olan sonsuz desteğini
göstermiştir.
Diğer ikinci bir neden ve faktör ise ülkede
bulunan Hint kökenli Müslüman işadamlarının ve Hint kökenli Müslüman siyasetçilerin
ülke siyasetine olan etkisidir. Ülkede Hintli Müslümanların nüfusu yüzde 2 gibi
olsa bile ülkedeki güçlü ekonomik faaliyetlerinden dolayı ülke siyasetinde de
etkilidirler. Ayrıca Hint kökenli müslümanlar ülkede bazı önemli siyasi
görevlerde de bulunmaktalar. Örneğin
ülkede 2009 ile 2014 yıllarında dışişleri bakan yardımcısı olarak görev yapan
İbrahim İbrahim, Robin Adası’nda Mendela ile birlikte siyasi mahkum olmuş ve
burada 15 yıl hapis hayatı geçirmiştir. Dolayısı ile Güney Afrika’daki Müslümanların
Filistin davasına olan duyarlılıkları gerek ülkedeki siyasi karar alıcılar
üzerinde etkili olmasına gerekse toplumda bu konuda bir farkındalığın
oluşmasında önemli bir rol oynamaktaıdr.
Üçüncü güç ve dinamik ise Mandela ile
birlikte iktidara gelen hükümetlerin batı odaklı uluslararası sistemi
eleştirmeleri ve yeni stratejik alternatiflerin ortaya çıkmasında aktif rol
oynamalarıdır. Diğer bir ifade ile, 1994 yılında Afrika Ulusal Kongresi Partisi’nin
iktidara gelmesi ile birlikte Güney Afrika hükümetleri hem batı odaklı
uluslararası örgütlerin politikalarını eleştirmiş hem de Batılı devletlerin
tutarsız dış politikalarını en güçlü şekilde eleştiren ülkelerden biri
olmuştur. Bu bağlamda Güney Afrika 2010 yılından beri Brezilya, Rusya,
Hindistan ve Çin’in içinde olduğu BRICS örgütüne üye olmuş ve dış politikasını
çeşitlendirme konusunda çok önemli adımlar atmıştır. Ülkenin gerek kıtadaki
jeopolitik gücü ve gerekse dünya politikasındaki konumu Güney Afrika’yı İsrail’in
ırkçı, baskıcı ve acımasız politikaları karşısında Filistin’i aktif bir şekilde
savunma konusunda önemli sorumluluk yüklemektedir.

Why Is South Africa Defending the Palestinian cause?
South
Africa is a Christian country with a population of 60 million and is
geographically located at the southernmost point of sub-Saharan Africa. It is
the largest economic power in the African continent. While the rate of Muslims
in the country is around 2 percent, the rate of the white population is around
8 percent. With a population of 50 million, black people have the largest
population in the country. All the governments established in South Africa
after apartheid supported the Palestinian cause and criticized Israel's
racist and oppressive policies against the Palestinians. In response to the
genocide policy initiated by Israel in Gaza after October 7, the South African
Government withdrew all its diplomats from Tel Aviv in November 2023, decided
to suspend all diplomatic relations with Israel with the decision taken by the
Parliament, and closed the Israeli Embassy in Pretoria in December 2023. The
South African government became the first country to file a lawsuit against the
International Court of Justice (ICJ) because Israel violated the Convention
of International Genocide
Why
is the South African government able to develop such a determined foreign
policy and attitude towards Israel, which has significant political, economic, and military power? With a holistic approach, we can explain this question with
three reasons and dynamics. The first dynamic and factor is the policies of the
apartheid regime that South Africa experienced historically. Due to its important geopolitical location and rich mines, South Africa had always
been the target of historical exploitation by the former European colonial
countries. Racist, oppressive, and cruel practices against indigenous people in
the country began in the 17th century, and this system of exploitation was
revived when the National Party came to power in 1948. During the apartheid
regime (1948-1994), racism and segregation were made by the Apartheid Constitution
officially. The racist and oppressive regime in the country was overthrown with
Mandela winning the first democratic elections with 62% of the votes held in
the country in 1994. During the racist and oppressive apartheid regime, all
political, economic, and social rights of the black people, who were the
majority population in the country, were taken away, and all the wealth of the
country was given to the whites, the minority population in the country. The
Mandela government recognized the Palestine Liberation Organization (PLO) as a
state in 1995, and also visited Palestine in 1995, met with Yasser Arafat, and
supported the Palestinian cause. Mandela showed South Africa's endless support
for Palestine by stating that South Africa could not become a truly independent
country without Palestine's independence.
The
founding years of Israel and the apartheid regime in South Africa are the same.
Israel remained a very important strategic partner of the Apartheid regime for
many years. For example, Israel provided all kinds of support to the apartheid
regime in the field of weapons and technology and even held secret negotiations
with the apartheid regime regarding the sale of nuclear weapons. The most
important common features of Israel and the apartheid regime are that they are
racist, oppressive, and cruel. There is a huge gap between the rich and the poor in
South Africa today. Today, the unemployment rate in the country is around 45%.
The most important capital resources or mineral resources in the country are
still under the control of whites. The fundamental reason for all the inequalities
in the country was the racist and oppressive policies of the apartheid regime.
The racist and oppressive policies experienced by South African black people
throughout history prevent South African politicians and black people from
remaining silent against the racist and oppressive practices experienced in
Palestine today.
The
second reason and factor is the influence of Indian-origin Muslim businessmen
and Indian-origin Muslim politicians in the country on the country's politics.
Even though the population of Indian Muslims in the country is around 2
percent, they are influential in the country's politics due to their strong
economic power in the country. In addition, Muslims of Indian origin also hold
some important political positions in the country. For example, İbrahim
İbrahim, who served as deputy foreign minister in the country between 2009 and
2014, was a political prisoner along with Mandela on Robin Island and spent 15
years in prison there. Therefore, the sensitivity of Muslims in South Africa to
the Palestinian cause plays an important role in both influencing the political
decision-makers in the country and raising awareness of this issue in society.
The
third force and dynamic is that the governments that came to power with Mandela
criticized the Western-oriented international system and played an active role
in the emergence of new strategic alternatives. In other words, with the
African National Congress Party coming to power in 1994, South African
governments both criticized the policies of Western-oriented international
organizations and became one of the countries that most strongly criticized the
inconsistent foreign policies of Western states. In this context, South Africa
has been a member of the BRICS organization, which includes Brazil, Russia,
India, and China, since 2010 and has taken very important steps in diversifying
its foreign policy. The country's geopolitical power both on the continent and
its position in world politics imposes a significant responsibility on South
Africa to actively defend Palestine against Israel's racist, oppressive, and
brutal policies.

Türkiye Niçin Somali’de?
1923
yılında Cumhuriyet’in kurulması ile birlikte yeni Cumhuriyet’in Batılı kimliği
uzun yıllar Türk dış politikasını yönlendiren en önemli faktör olmuştur. Türkiye
Batılı kimliğinden dolayı Osmanlı Coğrafyası ile ilişkiler geliştirmemiştir
veya bu ilişkileri en düşük düzeyde tutmuştur. Yeni Cumhuriyet’in benimsediği Batı kimliği Osmanlı Coğrafyası ile ilişkiler geliştirmeyi kendi geleceği için büyük
bir tehdit olarak algılamıştır çünkü Osmanlı Coğrafyası ile ilişkilerin
geliştirilmesi Türkiye’nin Batı kimliğine göre I. Dünya Savaşı ile yıkılmış olan
Osmanlı Devleti’nin yeniden canlandırılması olarak tanımlanıyordu, ki bu durum
ülkenin kurucu elitleri için kabul edilemez bir durumdu.
Osmanlı
Devleti döneminde şu anki Afrika haritasına göre takriben 15 ülke Osmanlı toprakları
içindeydi. Dolayısı ile Osmanlı Devleti’nin Balkan, Asya, Ortadoğu kimliklerinin
yanında çok güçlü bir Afrika kimliği de bulunuyordu. Osmanlı Devleti Afrika
kıtasında 4 asır hakimiyet kurmuştur. Batı kimliği uğruna Türkiye’nin Afrika’daki
tarihi unutulmuş ve bu tarihin unutulması ile Türkiye’nin ikili ilişkiler
geliştireceği alan sadece Batı dünyası olmuştur. Oysa ki Afrika kıtasında çok
kanlı ve vahşi bir geçmişe sahip olan Batılı ülkeler, Afrika kıtası ile ya da
sömürdüğü coğrafyalar ile ilişkilerini her zaman en güçlü bir şekilde
korumuşlardır. Türkiye ise tarihte çok büyük bir medeniyete ev sahipliği yapmış
olan Osmanlı Devleti’nin Afrika kıtasındaki tarihi mirasını reddetmiş ve
coğrafi olarak, psikolojik ve zihniyet olarak kendisini çok küçük bir devlet
olarak kabul etmiştir.
AK
Parti hükümetleri Osmanlı Coğrafyası ile ilişkilerini canlandırmak için çok
önemli adımlar atmaktadır. Bu durumu Batılı ülkelerin özellikle tanımladığı
gibi Yeni-Osmanlıcılık olarak değerlendirmemek gerekir çünkü Batılı aktörler
Yeni-Osmanlıcılık kavramını özellikle Türkiye'nin eski Osmanlı coğrafyası ile
ilişkilerine zarar vermek, bu eski Osmanlı coğrafyalarında bulunan ülkeleri
kışkırtmak için özellikle kullanmaktadırlar. Oysa eski Osmanlı Coğrafyası ile
ilişkilerin geliştirilmesi Türk dış politikasının çeşitlendirilmesi,
Türkiye'nin Batı'ya olan bağımlılığının tamamen ortadan kaldırılması ve
Türkiye'nin tam ekonomik ve politik bağımsızlığı için hayati derecede
önemlidir.
AK
Parti elitlerine göre Türkiye’nin benimsediği Batı odaklı dış politikası
Türkiye’nin milli çıkarlarının gelişmesi için uygun değildir ve Türkiye’nin hem
eski Osmanlı Coğrafyası içindeki Afrika ülkeleri hem de diğer Afrika ülkeleri
ile stratejik ilişkiler geliştirmesi Türkiye gibi tarihi derinliği olan ve jeopolitik
olarak önemli bir konuma sahip olan bir ülke için zorunlu olarak görülmüştür. Türkiye’nin
AK Parti hükümetleri döneminde gerek Somali ile gerekse diğer Afrika ülkeleri
ile güçlü ilişkiler geliştirmesini AK Parti döneminde değişime uğrayan yeni dış
politika kimliği ile açıklayabiliriz.

Why
is Türkiye in Somalia?
With
the establishment of the Republic in 1923, the Western identity of the new
Republic became the most important factor guiding Turkish foreign policy for
many years. Due to its Western identity, Turkey did not develop relations with
the Ottoman State or keep these relations at a minimum level. The Western/Secular/Kemalist
identity adopted by the New Republic perceived developing relations with the
Ottoman Geography as a great threat to its own future, because the development
of relations with the Ottoman Geography, according to Turkey's Western
identity, was seen as the revival of the Ottoman Empire, which was destroyed by
World War I. This situation was unacceptable for the founding elites of the
country.
During
the Ottoman Empire, according to the current African map, approximately 15
countries were within Ottoman territory. Therefore, the Ottoman State had a
very strong African identity in addition to its Balkan, Asian, and, Middle
Eastern identities. The Ottoman State kept control over the African continent
for 4 centuries. Turkey's history in Africa was forgotten for the sake of its
Western identity. However, Western countries, which have a very bloody and
brutal past in the African continent, have always maintained their strongest
relations with the African continent or the geographies they exploited. The New
Turkey, on the other hand, rejected the historical legacy of the Ottoman
Empire, which hosted a great civilization in history and accepted itself as a
very small state geographically, psychologically, and mentally.
AK
Party governments are taking very important steps to revitalize their relations
with the former Ottoman Geography. This situation should not be evaluated as
Neo-Ottomanism as specifically defined by Western countries, because Western
actors specifically use the concept of Neo-Ottomanism to damage Turkey's
relations with the former Ottoman geography and to provoke the countries in
these former Ottoman geographies. However, developing relations with the former
Ottoman Geography is vitally important for the diversification of Turkish
foreign policy, the complete elimination of Turkey's dependence on the West,
and Turkey's full economic and political independence.
According
to the AK Party elites, the Western-oriented foreign policy adopted by Turkey
is not suitable for the development of Turkey's national interests, and Turkey
should develop strategic relations both with African countries within the
former Ottoman Geography and also with other African countries because it is necessary
for Turkey that has historical depth and geopolitical importance in world
politics. We can explain Turkey's development of strong relations with both
Somalia and other African countries during the AK Party governments with its
new foreign policy identity that changed during the AK Party period.
